He would have forced the change. Don't be fooled. If he didn't have his pet team crying in his ear we would have had a budget cap. He got his two tiers but no budget. Something he promised all of them.

The list is very long of those who cried in Max's ear. They were all looking for his help at one time or another and got it. That's why it's was so necessary to remove this cancer from F1.
