In other words this way Bernie dosnt get the cash penalty , Not the best way to decide , It shouldnt be left up to the Royal Family it should be the teams etc . .

Considering what happened to Button in Brazil isn't it better not to take the risk and hold the race later?

Giving the decision to people with such a vested interest in seeing the race go ahead certinaly isn't a good idea anyway.

Money money money. Money makes weak and blind.
And not only Bernie. Also the sponsors on the cars and the manufacturers themselves. And who really turns the TV off during this race?

I would have thought Bernie owes a duty to the teams, their members and to all those attending the event, to make the assessment that it will be safe rather than refer or delegate that function to the Crown Prince.
