If you watched F1 a little bit more than u presently do,

you would notice the HRT were .5 sec adrift from Virgin.

And that it requires 100mm additional dollars for bigger teams to gain half a sec from where they are while it would not require as much from HRT to find 2-3 sec from their position.

Once you reach the mark, it is difficult to find additional time. However when you are 6 sec off the pace, you dont need to invest as much as drivers get used to cars(more time found), setup changes, learn more out of new data, and you entirely needto adapt and copy other existing teams ideas.

Last year HTR finished AHEAD of Virgin with a car that was axactly the same since race one to final race=0 developments. This year they start the season 0.5 off Virgin´s pace...with updates coming in a 3-race basis: Guess who´s gonna trash both Virgins coming mid season...
