F1 ringmaster Bernie Ecclestone has hinted at the introduction of a budget cap if spending in the sport continues to run out of control.

You do realise Bernie doesn't change the rules.
Interested parties propose rule changes, which ultimately go to a vote, (unless it concerns safety).

The FIA have 1 vote
FOM have 1 vote
Pirelli have 1 vote
And the teams have 1 vote each (12 votes)

What hypocritical comments from Bernie when he demands more & more money each year from organisers & threatens that "if no pay, no race" & no re-negotiation.
With the amount that he reputedly earns each year he could afford to pay each driver BP1m (yes that is BP1,000,000) to lighten the load on the teams budget, & he wouldn't even notice it.
GREED BY BE is one of the things that will eventually kill off F1

yes i do know that but im talking about the goblin(bernie) saying all teams need to refocus...well its simple. if the rules stayed the same for more then one year the teams wouldn't need to come up with new cars each year with new bits and stuff.

FIA has dictated rules due to survival of the series. The old business model was thrown out the same time Mosley left. Bernie is telling the teams there is no more money for them. The dance has begun. Could he be making these comment due to Ferrari and Red Bull already making side agreements on the new Concorde? History would be on the side of my guess.

Except for safety it's the teams that largely decide on the rules, as they have the vast majority of votes and can veto many rule changes.

Remember the FIA wanted to curb aero' and bring in ground effect, the teams vetoed this and instead got the rules you currently see put in place instead.

The teams are their own worse enemies.
