It's banned for 2013 so I really don't see the need to still work on it, apparently have it ready but keep postponing it. Use it ASAP or don't. Using it in a race when it's not working properly will get more useful data to fix problems than any Friday morning session. I'm sure it'll get delayed again. Unless of course it's all wind and pish.

@DBL, I think they're using the device for the simple reason that they believe Raikkonen still has a legitimate shot at winning the drivers' title and are willing to pull out all the tops in order for that to happen.
