Yes, a lot of things can happen, Vettel knows firsthand that they can.
All the top teams/front runners will start on the same tyre that is calculated to drop off after five laps but there is always the possibility that some can and will stretch those five laps a bit longer than others, the same goes for the other mandatory to use tyre which will be preferred to start on by those that have the chose.
