How to value a driver is difficult, even more when the purpose of the driver is not to win races. A top team needs the fastest driver they can afford. But, Caterham are not in F1 to win races, they make money from advertising, they need postive exposure. My idea would be to always have a one season pay driver paired with a tier 2 pro. The pro would be on 2 season contract to make sure they did not get comfortable in the slow team.
