PR department at Red Bull has noted how unpopular Vettel is.

Quick, Christian, go out and say something to defend Vettel!

There's no point in Red Bull creating and investing millions in a star that most people don't like, and have it actually end up damaging the Red Bull brand because they associate it with an arrogant and petulant winner!

This isnt strictly true -there are many winners who remain popular or become even MORE popular

It is the perception of whether the winner is a DESERVING one that determines their popularity
Unfortunately for all but avid Redbull fans ,there are quite a few obvious elements that strike discord regarding this area to other F1 followers
