It's fine as long as the rules allow it. It's been done many times before, most recently by HRT who barely had enough resources to redesign their existing chasses to comply with the rule changes.

And to everyone jumping to conclusions, NO you cannot judge who will be the fastest and slowest in the 2013 season by their launch dates. That is all.

Last year, Lotus skipped one test and still was good in the early part of the year. Brawn GP in 2009 skipped the first test and they were fastest that year. So missing first test (or one test) is of not consequence as long as the car is fundamentally strong. But if it isn't then yes it is a problem.

Ferrari have also used an older car in the early part of a season. Back in 2002 & 2003 i think? And it was still as quick as everyone else's new cars so it can be done. Unless the rules have changed since then, not sure on that to be honest...

sam. newey saw a loophole re the area behind the exhaust and he decided to use it. fia realised that they had not considered that someone would do that, and closed the loophole, before the item was used. in relation to bendy wing, when this was spotted in use, a test proved that it was legal. ferrari and macca were also using bendy wings. re hole in floor, again not illegal, and newey even had a letter from fia stating it was in order. however, this loophole was subsequently closed off.

RBR have missed the first pre season test a few times over the years in recent times. Hasn't don then any harm. Good luck to Williams this year, I hope they can back up the promise they showed last Lear.
