Sauber refugee Kamui Kobayashi could this week be named as Pirelli's latest test and development driver.

Well, Max Moseley was ousted because he wanted the spending cap. But Ferrari banded with Renault, and Mclaren to threaten to form a breakaway series. So the FIA did not want that so they ousted Moseley and took on Ferrari man Jean Todt instead.

Had the spending cap been in place at $40 million per year, all the teams would be able to afford to pay drivers. To put $40 milion inperspective, Indycar car is about $12 millon per car for a top team. Nascar is about 16 million for a top team.
