*There are also restrictions on wind tunnel testing. The scale models used may be no larger than 60% & speeds are limited to 50 m/s. However teams are permitted to substitute one of their one day aerodynamic tests for four hours of wind-on testing in a full scale wind tunnel to be carried out in a single twenty four hour period.*
50m/s = 180km/h

Full sized wind tunnels are very expensive, both to build, and to operate. A much smaller one would be much much cheaper, and any exhaust effects would be almost impossible to factor into the design.

I wish they would ban full size wind tunnels, and use perhaps 1/5th scale models at a common wind tunnel that all teams must use.
This would reduce costs greatly and allow low budget teams, the chance to be closer to the front.
