@ 'jimmy s', may I first say that it really would be wonderful to see another Frenchman crowned world champion, to win an F1 race alone has been a 17 long years wait...France NEEDS another champion, and with it far more drivers constantly seen to be having 'good chances' being employed by any and all F1 teams.
Although there's undoubted talent within Roman, I'm not quite sure 'others' see it quite the same way as yourself. Boullier himself has made dramatic progress in 'buoying' up Roman in the last few months. As his personal manager it's his job to consider all of his options, Boullier revealed only last October that really wanted to retain Roman, that his 'first corner incidents' and his ban were impeding his progress. He revealed that his only option was 'hopefully' remaining with the Lotus team. He campaigned hard to keep his charge, senior managers were less certain all the way up to late October, early November.

A continuance of previous note:
Various sports news website, 14th October 2012:
"He is a fast driver, he is talented, once he passes the first corner he is a proper racing driver," Boullier said.
"He deserves to be in Formula 1, we brought him back because we believe he has a future in Formula 1. I would be a bit foolish to bring him back and then get rid of him.''
Certainly 'championing' his cause, but hopefully he can get some solid results and then consistently for honours...I certainly hope we haven't seen his best, but Roman will have to be far more consistently in the news for all the right reasons surely, before he attains not only from himself but the complete confidence of everyone else involved in order to take his to the next level.
Edit: Either way, I honestly feel that any success he achieves will encourage someone from the now junior motor ranks to be France's future formula one champion. I do believe there is something very special that will appear in the near futur

I have known Romain since he was a boy. He is an outstanding young man with not only a huge talent for driving but an even greater sense of right and wrong. He knows he made mistakes, he knows he paid the price, he knows how lucky he is to be in an F1 car still. But, above all, he knows OTHERS know he is an exceptional talent. I would agree with Boullier and say Romain has everything he needs to be an F1 champion. What Romain needs now is the consistency of a good car under him and an awareness of who to 'attack' and who to leave alone.
