He lied about what it meant. It had nothing to do with "turning down the engine" or "changing the engine map".

Multi21" was a coded message meaning "Finish the race in order 2-1", meaning Webber-Vettel. That is ALL it meant. Nothing about "saving the engine" or any of the nonsense which some people have concocted out of their own imaginations.

Strange how every time Webber passes/attempts to pass Vettel it's "real racing" while every time Vettel passes/attempts to pass Webber it's a "sucker punch" and Mark's engine is "turned down"!

Most people make at least a token attempt to compensate for their own bias.

It's not every time Seb passes Mark, Seb has made passes on Mark in full engine map and that was fair and square. Those 2 seperate occasions "were" on sucker punch terms. Big difference.
While multi 21 might mean hold postion, both drivers were also told to wind down their engines to be within fuel limit at the end of the race.
At Silverstone, both drivers were still racing and RB told Mark not to pass in fear of another Turkey, and there was no pre agreement of team orders. In Malaysia there was a pre agreement and Seb broke it.
Another difference is Mark wasn't trying stealing a win as Ferdi won.

An answer for John...

Because he BROKE the agreement/team-orders and Stole a win from his teammate. Any of you that actually race would know, it is next to the worst thing you can possibly do in racing. No honour in that Vettel at all.
