Could the not have purchased last years HRT to give them a closer benchmark to 2013 down force levels....oh hang on, that would have generated 70s down force levels so maybe not.

This is a logical request so of course the teams will veto it as it would mean that they would have to spend some money. Where the heck is the FIA on this issue? missing in action as usual. The FIA should mandate in season testing for 2014 on safety grounds alone. Any team that doesn't offer a car gets no tires next season, simple as that.
