The reason is not the insufficient testing the real reason is, as Pirelli declared from the outset that safety was not compromised they couldn't get the FIA to declare that a change in tyre construction was needed on safety grounds and on the other hand they (Pirelli) couldn't override the FIA by having the teams agree on a change in tyre construction.
This (no tyre change) for Canada and Silverstone I have seen it coming from before Canada as I have said over this forum on several occasions, and I don't believe there will be a change for the reminder of the season.

There are rumours doing the rounds of F1 technical delegate changes!.
Pirelli has entered F1 in 2010 as tyre supplier as the subject of a political fight, in 2010 a tender process for tyre supplies was supposed to have been issued by the FIA but never was, BA and JT were engaged in a political fight, BE wanting Pirelli and JT wanting Michelin, Pirelli entered into separate contract with FOM the teams and the FIA, Michelin has been in talks with teams and asking followers on the net if they wish to see them back, could be the political fight is nearing the end!
