Nico Rosberg keeps Silverstone win, despite ignoring yellow flags

The yellow he supposedly ignored was for Vettel. Nico was right close to Vettel so how could a driver pushing in the second position instantly slow down. It had to be close when the flag came out and Roseberg passed Seb. Ironically the yellow is what helped Webber get to second. I am sure he will thank Vettel later.

Not slowing for yellow flags is supposed to be against the rules, in-season testing is supposed to be against the rules. No penalty for either.
What's the deal between Merc and the FiA?

Rob it would be measured between the first yellow (when Vettel stopped) to the end of that sector (the second yellow) If he done no wrong why the reprimand?

As for Vettel don't you think he could have pulled the car over before the pit wall and parked it off the track preventing the need for the safety car?
