My vote goes to NetKar Pro.
If you have a steering wheel then no other game can touch it for physics/handling, but then it is a 'sim' and not a 'game'.
However, it's 5 years old now so if you are looking for latest top notch graphics and special effects, it's probably not for you. If on the other hand you like to do a lot of laps while improving the setup of your car to improve your times then it's brilliant.

2013/14 should be a good time for sim racing.

The only game considered a sim on that list is iRacing and it's just too damn expensive.

RaceRoom Racing Experience is still in beta and falls a bit short on the driving physics imo. It feels like the tyre sidewalls are made of cheese, really springy cheese. It does look good and there's a decent amount of content but you have to pay for it, they've gone down the iRacing route. If you want it all, it's going to cost you big time. It's still quite fun though.

...ch i think is unique to this game. The track will start off with not much grip and as more rubber gets laid down you can push harder. It's got potential but it's not quite there yet.

The forthcoming Assetto Corsa will be the benchmark imo. Laser scanned tracks, decent graphics and the physics should be better than NetKar Pro as it is made by the same development team. There should also be a healthy modding community bringing us even more cars, tracks etc.
I've played the demo and I think they could be onto a winner with this one.

iRacing hands down. There is nothing approaching it in terms of talented competition. There are many professional drivers you encounter in the racing and they are continually adding to it. Of all the simulations though, the one that had the best physics was GP500. I have been less than thrilled with every motorcycle racing game since and that released in 1999. My name is in the credits of the game as I helped develop and test it. Grand Prix Legends probably has the best car physics.
