Martin Whitmarsh reckons that, without a 'harsh' drive-thru' penalty, Sergio Perez could have made it two McLarens in the points at Spa-Francorchamps.

On a factual level, if Whitmarsh thinks the punishment was "harsh", is he saying he disagrees with the rule that a driver must give enough room for another driver in the breaking zone? Or he does not understand it?
