IN THE CASE OF MEXICO I BEALIVE IT HAS TO DO MORE WITH THE CONFIRMATION OF CHECO AND ESTEBAN FOR 2014 THAN THE BUILDING OF THE PADDOCK COMPLEX
MEXICO ORGANIZE THE 1986 WORLD SOCCER CUP IN 2 YEARS AFTER COLOMBIA QUIT AND IT IS A MUCH LARGER TASK THAN A COUPLE OF TURNS AND A BUILDING

I would say Mexico has a long history as an F1 destination. Most of it was written without mexican drivers. Having two at once is a dream come true again after 40 years.
I bet it has more to do with the crappy condition that turning a motorsport cathedral into a multi purpose spectacle place like the ugly foro sol caused.
I would expect next Mexico GP to be a hughe event whenever it is ready to go
