If I wanted to watch spec racing I would watch GP2, or horse racing. F1 without development is nothing I want.

Seems Ferrari must have given up on being able to make any further improvements !!!
So used their influence to hold back any other team/manufacturers from research which would translate to improved road-going cars for the general public, who after all provide the money for the F1 'circus'by ticket sales and TV popularity.
