BMW's announcement that it is to pull the plug on its F1 project at the end of the 2009 campaign has potentially re-opened the door to those hopefuls rejected by the FIA at the first time of asking - but which of them is the most deserving of promotion..?

Whoever can put a car on the grid in 8 months. 4 new teams. It will be a two tier series.
