Joan Villadelprat - boss of F1 2011 hopeful Epsilon Euskadi - has expressed his fears that the fact that the FIA will not decide until August could harm the successful applicant's chances.

I think he's correct. He's talking about building cars that are competitive. This needs time and planning. Some of the teams this year are all about global advertising (Virgin) The cars are rubbish, rushed onto the grid, why for the global advetising revenue - which is considerable. The rules should be changhed to allow new teams to test there cars in season until say 1st June. Then guys like Joan can plan on building competitive cars.
