If they want to pander to the green party, why not impose consumption limits and leave it up to each manufacturer to decide which engine config. to go with. That would provide some very entertaining and spicey fields. Turbo 4 and V6s up against small capacity high revving V8s and hell, throw in the odd V10 or 12! As for cost, redeveloping engines is a massive excercise so this would allow teams to really throw their resources behind an all new design or further ramp up development of their current engines. The point is, let the teams decide!
