To everyone who says that the racing is dictated by the rules: Please let me know when this was not the case.

I remember the ground effects era, Turbo era, 6 wheel cars, the Williams (monkey car) with an active suspension programmed to each corner of the racetrack. All of these innovations were byproducts of the rules of the day and all were used by teams that wanted to take every bit of advantage by stretching the rules. My point: the racing is always dictated by the rules.
