Texas controller warns Circuit of the Americas that there will be no advance payment from the local government to help with F1 bid

From the Texas Comptroller's office:

"The first $25 million will go to F1 before the event. Then, it's a reimbursement every year after that."

Looks like they promised the money upfront to me.
