The rule is there to stop teams underfueling cars to the point where they cannot complete their in-lap without taking shortcuts on the circuit. It's been a common practice in F1 over the years, watch back on certain quali sessions and you will see the pole man skipping chicanes, corners, etc. It sounds like a silly rule but when you think about why it's there it makes sense.
