Herman Tilke has been approached by former leading Thai politician Newin Chidchob to design a new F1 circuit in Thailand, according to local media reports.

So according to you Spa, Silverstone, Hockenheim, Monza, etc were either made by 3yros or outsourced to fans.

There are many architects who know how to use AutoCad and have an understanding of motorsports you know.
And yes, enough of street circuits. They are unsafe and mostly lack flow.
