If it were based on driver merit, Kovalainen easily. He showed his improvement in the Caterham, being the only driver there managing to cause upsets more than once. His qualifying speed was actually pretty awesome during that time and not since 2007 has he had the chance in a middle of the road team. In '08 through '09 he was at McLaren despite not being ready (which we saw) and at Lotus/Caterham he did very well. Kobayashi had flashes of serious speed and potential but he'd disappear for half a season.

If money comes into it, which it likely will, Senna all the way. He seems the only viable pay driver who has enough speed to at least compete with where the car should be. His issue is his qualifying which will continue the longer FI hold out on naming their second driver. They seem to be waiting for something.
