Ferrari is hoping that the imminent introduction of V6 engines will bring about a relaxation in testing restrictions for 2013-14.

I have an idea. Teams should be able to use their team budget to buy track time and a nominated rate not including any material costs.
For example, if the total team budget was $1million, they could sacrifice a testing day for $50k of your years team budget. Therefore teams with an actual budget of $500k, can get up to 10 testing days. The rich teams have to work out how much of their budget cap they can afford to lose to testing.

The benefit of this is that aside from evening out the field a little, the low budget teams become a great value prospect for rookie drivers.
