I think the teams need earlier access to the full-up tyre. Either that or a "reference" chassis that all teams know all the data about should be developed for testing, rather than using a 2-3 generations old F1 racer.

I seem to remember about a month ago one team (Merc?) saying they now know that they failed to predict how the 2/3rds scale tyre delivered for wind tunnel testing would scale up. As a result, their model for how the tyre would deform was wrong, and their aerodynamics are less effective.

Pirelli can claim safety grounds for modifying the tyre construction - 3 delaminations in 5 races isn't what I would consider safe.

Other changes should be minimised though.
