Probably easier said than done, but the initial failure of any F1 tyre should be deflation, not disintegration, giving the driver a few seconds to get the speed down to where the tyre isn't going to fly apart.

Sure, the absolute performance of the tyre will suffer, but they're all running the same tyres so there's no reason for tyres to be designed within an inch of flying apart......
