I don't really see how they can restrict spending. Do we arrive at a situation at the latter part of the season when a team has to stop all development work because they've exceeded the budget? What if the work relates to next years car?

Just admit that F1 is f'ing expensive. Sure, try to help the smaller teams, but trying to restrict budgets will be mighty difficult.The only way would be to audit post season and issue fines. Is the fine then part of the budget?
