I think it's right not to penalise Sutil, it was a racing incident. For me, I'd like to see the penalties saved for the most blatant moves. Perez forcing Gutierrez off the track certainly looked more like a penalty to me, they were alongside each other and Perez just did not leave any room, whereas botching a braking point like Sutil did can happen to anyone, it was just an honest mistake.
