F1 is to introduce a 'global cost cap' and the limit will be applied from the start of January 2015.

Earlier this year there was an interview with Adrian Newey where he said RBR makes 1000 changes or more WEEKLY to the car.

That is impressive but it is also totally out of control from a cost perspective.

At this point, some of the top teams build a car suspension and aero package for each track.

This is unrealistic and ridiculously expensive.

What I suggest is freezing the car configuration during racing season. Something like this:

The teams get to choose an aero package and suspension package to start the season with. They cannot change that "package" like change wing dimensions and they must run that package for the 2-3 events.

Then they can make ONE change to the aero package and ONE change to the suspension package.

Then they must run that configuration at every event until the summer break.

After the summer break, they can make ONE change to the aero package and ONE change to the suspension package.

This is the configuration they must run for the rest of the season.
