I am in full support of the return of turbo to F1. However to cut cost whilst provide better spectacle and related to road user, I have some idea:

1. Rev-limit the engine to 15k revs
2. Ban pneumatic valves (valves must be mechanically actuated. not all manufacturers have access to pneumatics and i believe it is the main cause why engine cost in F1 skyrocketed)
