On pit pass it states that Bernie has confirmed that the teams don't have to compete in all the races which in theory means they have a period of grace to get things together. I think he only has to guarantee 16 cars on the grid. I don't believe that's right or fair, if they are a half assed outfit like (possibly) USF1 & Proton who can't get the minimum money in to at least make all the grid they shouldn't be there as they wouldn't be competitive anyway.
