Campos weren't building the car though, Dallara have produced that in time, despite the surrounding uncertainty.
There are issues surrounding the selection process, and I agree that HRT should have to do a shakedown at the very least before being allowed onto the grid. However, it's not so long ago that there were teams regularly running 5 seconds off the pace, and occasionally scoring points due to lower reliability. USF1 aren't the first team to fail to reach the grid, and for Stefan read Phoenix. When factories are pulling out of so many series, and teams like Vision, GSE and WSR struggling to put packages together, well done to the 3 newbies - give them time to get fast.
