I agree there should be some in session testing but not for some teams and not others.
They knew the rules and yes they were done over by the £40 million thing but even with that I doubt the chassis builder put up their price so they must have factored this in when they put in their entry. They budgeted for 40 mill so should have been able to build cars by test session 1. Where they would loose out is in wind tunnel and development issues.
