Teams are allowed to adjust wing during the race so such a strategy would shirley only work if the race starts in wet conditions otherwise the advantage of having a car that has been optimised for wet conditions would be outweighed by being too far behind the leaders to be able to catch up and pass.
I guess the Fiat team will be performing some kind of rain dance tonight and be up in aeroplanes tomorrow seeding the clouds to create rain.
