Back in the mid to late 80's we had 1000-1200hp ( with the introduction of toulene fuel 'additive' ) monsters running on 1.5 turbo charged units..BMW said they ran a standard 4cyclinder road car unit, turbo charged making the most power of all manufacturers, 1200hp in quali' trim. Ford, read Cosworth, had the tiny GB unit which was reportedly matching the BMW at the end of its life. There was the TAG-Porsche, Honda, Renault, Ferrari...the list goes on. Turbo lag was a great issue but these were real driver management skill issues. Even disregarding toulene, with the advancement in electronics etc, the technical power possiblities are immense given a free hand without strangulation rules. Personally I'd love to see the turbo's back, so much new technology could be thrown at this. It'll never happen but talking of turbo's, I'd love to see a diesel formula allowed in F1 lol.
