How about while the FIA are in the mood for changing rules and regulations that they issue a rule that stops the said FIA from always favouring Ferrari.
As for dropping the no team orders rule at least the Fia have now come out and shown just how bent F1 really is.
Half the drivers on the grid are now number 2 drivers and never stand a chance of winning a wdc (massa and petrov for instance) and its all legal and out in the open.
So the Fia are still favouring Ferrari by dropping this rule because there the ones who use this rule the most.
