Yes, in an ideal world, talent surpasses all. But we're not in an ideal world, far from it. We've got these new teams, who are struggling for money and we're in a crisis, so guess what? Money talks. It talks further up the grid than just the new teams too, just look at the Hulkenburg-Maldonado situation. I was reading the Pantano story in F1 Racing and it was the same even back then. 2 days before he was supposed to sign with Jaguar, Klein arrived with more money and that was that. It's not pretty, it's real life.
