It does seem a bit hypocritical, I agree. However, my understanding is that F1 by going to smaller turbo engines is more about the sport's broader public image in being seen as a development platform of what is perceived as a greener and more politically acceptable engine specification, than it is about the actual carbon footprint of the F1 circus. If they were concerned with that, then they would stop using heavy carbon emmitting airliners to fly the cars to races out of Europe.
