the rule change only changes behavior of the car from breaking - up to the apex of the next corner. For the rest of the lap those engines still blow a lot of air when on medium or full throttle.
the problem of loss of downforce during breaking can be helped a bit by left breaking and staying on throttle with the right (maybe some changings in clutch or gearchange timing will be nessesary) so its up to driver skills.
so the loss is really "only" (yes it's maybe the most important part) when going into the corner.
i bet RBR will lose least of all teams using that system ...
