Rosberg led early on and had to run at a faster pace, therefore using more fuel. There is previous evidence for this at the Chinese GP where Rosberg ran stronger than expected and had to conserve fuel to finish.
Schumacher had extra new sets of tyres. This makes you faster as evidenced by the person being knocked out in Q3 finishing in the points in 6 of the last 9 races. Once again, previous evidence shows there is nothing unusual.
It might have been managed, but there is plenty of evidence to suggest it wasn't.
