@LJ - you're half right in that the raw times are difficult to gauge anything by. However, take a look at the comparison times to the regular drivers and you'll see that Vergne was the closest, followed by Clos. Jules Bianchi is highly rated as a driver and he only managed to be mid pack.
In a GP weekend, the Red Bull is a bit quicker than the rest (up to about 0.5s, depending on the track), but in these test sessions Vergne has been a lot quicker than the rest (up to 2 full seconds!).
