They're not sandbagging, they are are just running various setups for different circuits in race mode, carrying fuel with worn tyres to simulate the start of a race, simulating the tyre change, and simulating tyre changes onto both option tyres. Races are more important than outright qualifying laps so the big teams who expect to be winning races are not doing fast laps. They will be getting the setups of the 2012 cars sorted for the 2012 tyres. Taking fuel out and going for it can be left to the other teams to grab the headlines for now (remember who was fastest at the end of the 2011 Jerez test). They might not even put one in right at the end of the last test day either, no point if they have full data from testing to show what the times could be achieved if carrying less fuel.
