You have to understand that Bernie is actually just a middle middle man in this case. The teams have to be paid a guaranteed fee for showing up and putting on a show, that's where the money is going. The hosts keep whatever they can muster from the gate fees and sponsors.
It looks like Bernie is actually trying to make it as cheap as possible for France by using his own track.
