No exactly. Nico made ONE blocking move, in which he went all the way to the inside - thereby making that line his and forcing the attacking driver to take the outside line or stay behind. Alonso took the outside and couldn't make the pass, Hamilton will probably say he too was committed. But yeah, as none of them were alongside Nico I don't see why he should have to leave room. Not much point in blocking a line if you don't go all the way, is there?
Hamilton on the other hand DID break the rules, there can be no denying of that, but they probably decided that he had good reason to do so. Which I kind of agree with. It was racing, that's all. Right on the edge, but isn't that what we want?
