Last season though Lotus/Renault were nowhere near where they are now. He probably didn't feel it would be that big a step forward and decided to stay put because he felt he had the upper hand on Buemi, and as such would be in with a good shot at replacing Mark Webber in due time. I agree thought that Marko and Tost don't exactly seem like the most pleasant characters on the grid... Then again, neither does Bouiller.
